Can dogs go on the beach in Poland? Rules, fines and 2026 ban season

Can you take a dog to the beach? Yes—Poland has no nationwide ban on dogs on beaches. However, check the rules in the specific town and bathing area. In summer, restrictions usually concern guarded beach sections. There is no single date for the entire coast—bathing seasons and regulations vary by municipality.

For example, in Jastrzębia Góra some bathing areas operate in 2026 from 1 July to 31 August, and others from 15 June to 6 September. In Ustka, dogs may stay on guarded sections before 10:00 and after 18:00; outside bathing areas, no time restriction applies. Kołobrzeg went further, allowing dogs on all city beaches since 2025, provided they are properly supervised.

Before taking your dog to the beach, check three things: local rules, signs at the entrance and the bathing area's current status. Especially in summer.

Dogs on beaches and law—what does Polish law say?

There are many myths about this. The key point is: there is no rule imposing a general ban on dogs staying on Polish beaches.

Municipalities may set rules for animals in public spaces. However, this does not mean a municipality has complete freedom to simply ban dogs from all beaches.

Simply put, a municipality may set rules for having a dog in public places. It may specify when a dog must be leashed, what precautions the owner must take and their duties to clean up after the pet. However, a municipality cannot arbitrarily ban dogs from all public areas.

Can municipalities ban dogs on beaches?

It cannot simply ban dogs from all beaches. This is shown by the case of Ustronie Morskie, where dogs were barred from beaches from 1 June to 30 September. On 4 April 2024, the Voivodeship Administrative Court in Szczecin declared the ban invalid (case no. II SA/Sz 1065/23).

In practice, a municipality may set rules for having dogs in public spaces, but cannot use them to impose a general ban on all beaches. This does not mean dogs are allowed everywhere—specific bathing areas may have their own restrictions, so always check the entrance rules in summer.

When is the beach dog ban in force?

There is no single date for the entire coast. Restrictions depend on the town and the bathing area's rules, and usually apply in summer. Check the beach signs before entering with your dog.

In 2026, Władysławowo municipality explicitly states that dogs are allowed on beaches except in guarded bathing areas. For example, the bathing area at entrance no. 6 in Władysławowo operates from 1 July to 31 August, and the GIS Bathing Service marks it as a place where domestic animals are banned.

Łeba has three main bathing areas—A, B and C—operating in the 2026 season from 1 July to 31 August. For bathing area A, GIS also indicates a ban on bringing in animals.

Ustka shows that another solution is possible: during the season, dogs may use the guarded beach before 10:00 and after 18:00, while no time restriction applies outside bathing areas.

Simple conclusion: Rather than remember one date, check each beach entrance.

Fine for a beach dog—how much?

Taking a dog to the beach does not itself mean a fine. A problem arises when the owner fails to follow the applicable rules—for example, lets the dog off a required leash or fails to control it.

Under Article 77 § 1 of the Petty Offences Code, failure to take required precautions may result in a fine of up to PLN 1,000. However, distinguish the statutory fine from an on-the-spot ticket—in standard ticket proceedings, its maximum is generally PLN 500.

If a dog threatens the health or life of others, the consequences may be more serious. Even on a dog-friendly beach, keeping your pet under control and following local rules are essential.

Fine for not cleaning up dog waste?

Cleaning up after your pet is not just a matter of good manners. Local rules may require protecting shared-use areas from contamination, and leaving waste may also result in liability under the Petty Offences Code.

Article 145 § 1, Petty Offences Code: anyone polluting or littering a publicly accessible place faces a fine of at least PLN 500.

For owners, the rule is much simpler: always take waste bags to the beach and clean up after your pet immediately.

Beach leashes and muzzles—required?

There is no single rule for all Polish beaches. Whether a dog must be leashed or muzzled depends mainly on local law and the site's rules.

Regardless of the rules, owners must control their dogs and take appropriate precautions. For example, Ustka states that dogs should be leashed, and extra safeguards may be required for animals that pose a risk.

Before entering the beach, check the signs—the dog's size does not exempt you from the rules.

Dog beach, unguarded beach, bathing area: difference?

These three terms are often lumped together, but in practice they mean different things.

A dog beach is a designated or marked section for people relaxing with animals. It is the simplest option in season—you know immediately that you can go there with your pet, although the rules still apply.

Unsupervised beach does not automatically mean a dog beach, but in many places it is legal to walk there with your pet. A good example is Władysławowo Municipality, which explicitly allows dogs outside supervised bathing areas.

A supervised bathing area is a formally designated water-and-beach section operating at set times. Additional rules are most common there. Therefore, the absence of a lifeguard several kilometres away does not automatically mean the same rules apply there.

Dog on the beach off-season—is it easier?

Definitely. Autumn, winter and early spring are very good times to visit the Baltic coast with your dog. Most seasonal bathing areas are closed then, removing many summer restrictions. Beaches are also much less crowded, making it easier to keep a suitable distance from other walkers and dogs.

This does not mean that all regulations stop applying off-season. You are still responsible for your pet’s behaviour, must clean up after it and follow local rules.

Dog on summer beaches—what should owners know?

Legal access is one thing. Your pet’s comfort and safety are another. In summer, temperature is the biggest issue. Sand exposed to the sun for hours can become very hot and uncomfortable for dogs’ paws. That is why morning or late afternoon is usually the best time for a walk.

Always bring your own water and bowl. Do not treat the Baltic Sea as a dog water bowl—salt water is not fit to drink. If you plan a longer stay, you will also need a shaded spot under an umbrella or tent.

After swimming, it is a good idea to rinse your dog’s coat with fresh water, especially if it has sensitive skin. One more thing: even at a dog beach, not every pet wants to meet every other animal. Watch your dog and respect others’ space.

Dogs on beaches in Jastrzębia Góra and near Rosevia—in practice?

In Jastrzębia Góra, the rules are fairly simple. Władysławowo Municipality allows dogs on beaches outside supervised bathing areas. In the 2026 season, bathing areas in Jastrzębia Góra are at entrances 22, 23 and 25, so check the current signs before heading down to the beach.

If a lawful restriction on animals applies in a given area, a dog’s small size does not create an exception. A Yorkie or Maltese is not “invisible to the rules” simply because it can be carried.
